The gauge I use to estimate the flows for these runs is;
http://www.nwrfc.gov/river/station/flowplot/flowplot.cgi?APLO3
This gauge gives you the inflow to Applegate Lake, the Lake elevation and the outflow. The inflow is what you want. In my experience 600 total inflow is bare min. for the upper Applegate, 750 for Carberry. of course these are estimates and not always accurate. this gauge reports only four times a day.

Yip, Dreamflows uses the APL03 gauge too ... but it uses information provided by Peter Gandesbery (an Ashland local boater) to do some of the legwork for you. Dreamflows uses the APL03 data to estimate flow on both Applegate - Above Applegate Lake, and Carberry Creek - Above Applegate Lake.
